Yes, subject to the gazetted conditions. The 2025 amendments extend the qualifying SPA period to 31 December 2027 for a Malaysian citizen’s first qualifying residential unit, within the RM500,000 limit. Prior residential ownership, including inherited, gifted or jointly held homes, matters. Transfer and loan exemptions have their own instrument conditions; your lawyer must confirm eligibility, property value and the required declaration.
For SOHO or serviced apartments, obtain specific legal/LHDN confirmation because the Bar identified conflicting law and declaration wording. Budget 2027 proposals are not treated here as already effective exemptions.
For an ordinary Malaysian-citizen purchase before exemptions, transfer duty uses the higher of price or market value: 1% on the first RM100,000, 2% on the next RM400,000, 3% on the next RM500,000, then 4%. The principal loan instrument is generally RM5 per RM1,000 or part of the loan amount, approximately 0.5%. These are separate from legal fees.
Foreign buyers, companies, gifts and special instruments can have different rates. Do not apply these citizen-purchase rates universally.
Prepare for applicable legal work and disbursements, stamp duty, valuation, financing requirements, insurance or takaful, repairs and moving. Ask your lawyer and bank for written estimates that fit your transaction; one blanket percentage is not a complete budget.

Maybank Online PBF-i states up to 95% of property value including 5% for eligible valuation, legal, MRTT and stamp-duty costs. Its PDS also specifies owner occupation. The financed-cost portion does not pay the seller's purchase price; any purchase shortfall and uncovered costs still need funding.
The Maybank example is a specific SME product with eligibility conditions, not a universal offer to landlords.
Budget for the purchase-price amount not covered by approved financing, plus legal work, stamp duties, required valuation, searches, registration, applicable insurance or takaful, and moving or repairs. Example only: RM500,000 price minus a RM450,000 approved loan leaves RM50,000 of unfunded purchase price. Any purchase deposit already paid counts within that RM50,000, not on top. Other costs are separate, subject to actual exemptions and bank conditions; this is not a valuation or quotation. Match payments to their due dates.
An advertised financing margin is not your approval. Costs and exemptions vary; a single percentage cannot be an all-in quotation.
First calculate the real cash gap, including fees and a reserve. Options to check include a lower budget, more savings, an eligible housing scheme, a qualifying KWSP withdrawal or genuine family support. A gift is different from a repayable family loan; tell the bank the true arrangement.
A KWSP withdrawal is subject to approval and document timing, so do not assume it arrives before the initial deposit. A family loan still adds a repayment obligation.
These are general explanations. An individual property, application or agreement still needs confirmation.
